Like we said we are using cocoon:
have a look @
http://comphy.fsu.edu/xml/docs/i18n.html

and look out for i18n in google 
(http://www.google.com/search?q=Cocoon%20i18n).

What I am trying to say is that you can do that with cocoon:

...but since we using cocoon look at

Basicly the sendmail logicsheet is an implementation of the JavaMail API 
(http://java.sun.com/products/javamail/JavaMail-1.2.pdf) (in combination 
with the JavaBeans Activation Framework (JAF).)

So if you know how to integrate Java components to cocoon (good book 
that I am reading: Langham, M.; Ziegeler, C.: "Cocoon: Building XML 
Applications") than should it be set up quit fast!
