[Bug 6052] getinstances function in xarPrivileges causing memory error

Re-assigning this to the comments module. I suspect calling
xarModAPIFunc('comments', 'user', 'get_multipleall') would result in the same
memory exhaustion due to the volume of comments. If you try that, and don't
have problems, please re-assign this to core/privileges module.

Given the number of comments involved, increasing the memory limit of php on
your install would be the ideal solution, but I accept that may not be an
option.
