This work seems to have been reverted in jamaica and gone back to the 0.9.11
days when the module overviews were in every module by default. So, we have
gone full circle in jamaica.

For historical information - the module overviews were always displayed by
default in 1x, but this was removed after much discussion as it was felt the
overviews should not be forced on people every time they went to the module
admin. The underlying mechanism of the modvar and polling  that turns this
on/off was also determined to be an unsuitable.

As a consequence, the module overviews were removed by default, and later, the
modvar removed from each module itself to address the second problem. In its
place, the 'Help' link was put in the menu so if people wanted to see the
overview for a given module, they click on the help link. While rudimentary in
implementation it provided a solution to both the problems above, while
minimizing 'temporary' code for help, while a more comprehensive help solution
was being written (circa 2006 by andyv at the time).
