We will end up with four data points of note:

- Number of registration emails sent
- Number of registraton email responses
- Number of ballots distributed
- Number ot votes cast

Not only will the size of the active community be revealed, but the 
inactive community as well.  Then we can work out what can make those 
"lurkers" active.
