True, CC BY-SA is not compatible with GPL, but BY-SA licensed works can 
be distrubuted with GPL works, as long as the BY-SA license is 
maintained for that portion of the overall package.  Documentation is 
frequently handled this way, so I don't see any reason why imagery can't 
be handled similarly.  Neither documentation nor imagery are software, 
for which the use of CC licensees is not recommended by CC.

If we license the icons separately (not a dual license), I think we can 
distrubute them together.  Personally, I think this is ideal, as we 
could produce icons which Tango lacks but might have a place for, and 
could then cleanly contribute them back upstream.

CC BY-SA 3.0, which does resolve several compatibility issues, does not 
apply here, as Tango is still covered by CC BY-SA 2.5, which would need 
to be maintained for derivatives we create.
