I think there is a danger of raising the barrier to entry here. Personally I
have no problems with an individual or group claiming full control over a
module. I can see how you would be trying to avoid people using Xaraya monotone
as their own personal SourceForge, but then, is that itself really such a bad
thing (apart from limited resources being available).
