We discussed copyright quite a bit if you recall and after the changes
and JCA etc were approved, it was necessary to update the whole
repository with the new DDF copyright header. This format was decided
with discussion by PMC afair, but definitely i was requested to update
the RFC accordingly. The RFC was updated accordingly from the existing
single year, to display a year range in the RFC at that time:
