I think this was just wording on my part when giving an example.

In fact I asked about this very thing this the other night in IRC  but
confirmed there was noone at the current time committing to core without
having signed the JCA (if there is then i guess they'll contact you).

While on this topic, what happens with the modules repository now?
Previously it wasn't 'compulsory' to sign the JCA for modules but
everyone had done, up until recently.

What is your current opinion on this?
