Windows Installation -- Error line 555

I am running winxp with php 4.3.3 and apache 2.0.47 and mysql 3.23.54. 
when i run the web-interface install script, i get this error message
after clicking continue on the "Enter Database Info" screen:

Fatal error: Cannot instantiate non-existent class: xarroles in
F:\Apache2\htdocs\xaraya\html\includes\xarException.php on line 555

I have tried the 0.9.1.0 base and full zips, both the same thing.  Any
ideas?
