Using Short URL's

There are two separate steps to using the short URL support.  You must first
enable it within the site by configuring your Base Configuration.

Once that is set, then modules that support Short URL's must be told to do
so.  For instance, articles module needs to be told separately to use short
URL's.  You can do this from the individual module's configuration.
