Not sure if this is the right list, but came across WebGUI at http://www.plainblack.com and played around with the Demo. (Perl 5.6.0) Anyone know anything about this CMS/application framework? Has some very nice features. Don't know enough about technical aspects but seems to implement short URLs, metatags nicely and very usable interface for everything from site settings, to translations and template management.
