I dont want to rehash the tired old arguments for and against opening 
new windows.
However, if W3C has removed it from the spec then so be it. I dont see 
why we should put hacks into the code to open new windows (against the 
spec and not working for those who dont have javascript) when not 
everyone thinks theyre a good idea in the first place.

I say remove all target references from the core - if an individual 
admin wants a particular link to open in a new window then they can add 
  the target back in manually and break their own site's validation.

All usability guidelines Ive read recommend against using new windows 
for links in the same site and say they are only justifiable for links 
that go outside of the current site. But even then Im not sure theyre 
needed or even a good idea. But maybe thats just me.
