I have fixed this problem. Basically it was due to whoever produced that 
articles translation appears to have done it by editing the XML files 
directly. Unless you have an UTF-8 compliant XML editor then thats never 
going to work.

*ALL* translations from this point on *MUST* come via the translations 
module at de.xaraya.com. Hopefully that will avoid this problem 
happening again and avoid any nasty merge conflicts I might have to do.

I had to remove common.xml from the articles module so thats another 103 
strings that will need to be retranslated.

Again - just type what you want to appear into the translations module - 
it will handle any UTF-8 issues. So if you want an umlaut type an umlaut.
