umlaut update

OK besfred and I did some tests.
I removed another broken template in the stats module and have 
regenerated the skels for all modules, core and themes that already had 
skels and everything seems OK now. Apart from the 4 files I deleted all 
previously translated strings are still there.

The thing to remember is everything must be UTF-8. In firebird it is 
easy to detect what your codepage is set to using the View->Character 
Coding option - make sure it is set to Unicode (UTF-8).

Besfred managed to enter a whole pile of umlauts and other characters 
and it all worked perfectly. So I think the problems have been fixed now.

The translated XML files will look like they are incorrect if viewed in 
a plaintext editor like vi (or maybe notepad) but believe me they are 
correct and should not be edited directly - ONLY via the translations 
module.
