xml backend

Just pushed another load of translations to the languages repository and 
I noticed some used the php backend instead of xml.
Please dont use the pgp backend and stick to using the xml backend.

The xml one includes more information than the php one and there is no 
point doing both since thats just duplicating effort.

Thanks - and keep up the great work!

I think de_DE has just overtaken nl_NL to become second most complete 
locale after ru_RU.
