Yes, this is the more usable version which should get implemented imho.

This is is more downwards compatible. But more difficult to understand
by the editors and authors.

But isn't there an other solution. I.e. putting these objects into
teaser while upgrading the zms and let new objects be placed in the
content area? Or let have old objects the old behaviour and let new ones
be automatically placed in content area?

I am not sure if a survey is the best basis for this decision. Because
if we wanted to turn this around, every person in our department could
vote for alternative one. I am not sure that this is your intention.
