Russian Language Support

Dear ZMS-Develpoers,

I just found that the URLs one of our Website's that is also available 
in Russian language are broken. The ZMI tells me that there is a 
"Duplicate declarative-id: !" but there isn't. Strange thing is - the 
site was working before.

Are there any known issues with Russian language and declarative URLs?

ZMS 2.10.5-06, declarative URLs turned on.
