Hello,
In former versions there is no standard way to tranlate ZMI form
declarations of Special Content Objects. Now the ('language neutral')
element title is presentated as specific language string - if exists (lang
string are configured in config  -> language)
All the other (usual) ZMI string are manitained via the language.xml-File
(MS-Excel).
