that was a good hint - thanx !

but it turned out that it does not help to add these packages

i investigated source and found that ZMS prior to 2.12 used this function:
(_zcatalogmanager.py, 91 - 109)
94: def addVocabulary( self, cat):
  	from Products.ZCatalog import Vocabulary

which was skipped since 2.12.0

so update to >= 2.12. is necessary ...
