Yes, gcc is installed and and was, when performing the reported tests.  
It answers the request for its version:

simply does not find panel.h:

error: panel.h: Datei oder Verzeichnis nicht gefunden
 #include <panel.h>

~> gpc -c /usr/local/lib/gcc/x86_64-unknown-linux-gnu/3.4.6/units/crtc.c  

answer:

Thereafter following a bunch of  further errormessages, which are - I think - 
not of interest so far.
