You are correct.  There are still some references to the old Berkely DB
versions on Windows.  This will be fixed for all versions moving forward.

The CosTime library is still included with the most recent versions of
Orbacus.  However, it is only available in the full version of the product
and not the evaluation.  Orbacus Notify unfortunately will require the full
version of Orbacus due to its external dependencies.
