New pre-release of Webots 4.0.21

Hi,

A new pre-release of Webots 4.0.21 is available for download. It should 
fix the problem with the left_shoulder_2 and elbow mentioned on the 
list. Please let me know if you robot is doing well with this new 
version, so that we can switch to it for the contest.
