Your interpretation of the GPL is not correct:

Only Toby and Diehl and Associates know their intent in licensing, and 
they can certainly provide an alternate license to users with OO 2.0. 
However, it seems pretty clear that the OO team cannot integrate/ship OO 
with McKoi as long as they can only procure/provide McKoi under the GPL. 
If you want to integrate McKoi with your application *and distribute it* 
then your application must be GPL as well.

Nothing stops an *end user* from using McKoi with OO (they can integrate 
but not distribute), and OO can provide documentation on how to do that; 
they just can't distribute McKoi themselves.

At least that's my understanding. IANAL.
