I'm running 4.1.10 and 1.0.19.

I'm thinking that the issues are somehow related to the new character
sets in the 4.1.8 and above. I didn't experience the problem in 4.1.7
and below. There was a problem with 4.1.9 that really made the database
drag and caused major problems with Connector/Net. I had to produce a
temp fix for it, though the problem seemed to disappear with 4.1.10.

Some one else reported a similar bug and the guys recommended changing
the char sets to UTF8 for the table. I did for my user, user_info and db
tables, but I still get the problem. Part of the issue is also that the
error info is too ambiguous. I've turned on query logging and they are
sending out an advanced query to make the changes, but I cannot localize
the bug. If better bug info was returned from the DB (if it is a DB
problem), that would be greatly appreciated. 

Cliff, perhaps if you report the bug maybe they'll listen.

I'm submitting this to the gui-tools in hopes it will cause action.

I'm a little surprised that we haven't heard more about this issue.  Is
it only us?  Hard to imagine!  

I'm running 4.1.10 and Admin 1.0.19 (I think).  Are you running the
same. My problems seem to have started when I dropped one of my
"schemas"; but I can't really be sure.  Dropping and rebuilding the
schema is the only change I can think of as we moved through the
development phase.  The one thing I'm sure of is I used to be able to
administer user rights and add and remove users with the administrator.
BUT, I'm not exactly sure when my problems started.

I'll keep my eyes and ears open and if I hear anything I will let you
know.  

To escalate this I would assume we would have to open a bug report.
Sounds like you tried this and they removed it from the "bug" database.
