Problem using MySql 4.0.18

BlankHi there!

I just downloaded MySql database and tried using it but couldn't. Because first, its not showing up in the services that if it is running or not, second, its not allowing me to add new user or to do any thing else using command prompt. So what should i do? Please help me! I am a student and cannot wait for long to fix this problem and i am not in a position to buy other expensive softwares either.
