I bet you've got a pentium 4 in your Windows 98 box.....
There is a known problem with pentium 4's.
search for symcjit.dll in google for more information

Hello,
I am now finding oracle client a real challenge. I am not
thinking about it as a pain because I know that the problems can
be solved.
I have still not been able to install oracle client on a windows
98 machine. I hav mentioned previously that I have a windows 2000
advance server on which oracle database is installed. I have
installed enterprise addition. I had successfully installed
oracle 9i client on a windows 2000 professional system but the
connection failed. I had mailed on the list to know if the
problem was because of the fact that the 2000 server and the other
terminals were on a work group. Now I still need a answer for
that and the other problem is that on a windows 98 system the cd
would not go any further and give a message that the java vertual
machine is not available and stop.
I have heard that the cd does take care of the java vertual
machine, but that doesn't seam to happen in my case.
Please help out on these two issues because I am teribally stuck.
I may think of moving my database from oracle to MYSql or other
databases. So this is a clear signal for those people on the list
who are related to oracle company in some way or the other.
