You can get a full client installation guide for Oracle 9i at 
http://technet.oracle.com/documentation/oracle9i.html. You'll hve to inscribe to technet but it is totally free ...

If you allready checked this out I can only advice you to try some different installs. Universal installer (the name already scares me) is one of the weak points of oracle. if you have got a CD with oracle on it try also looking in the install directory for a 'setup' or 'install' executable instead of the one in the root directory.

For the rest I know that there has been a personal oracle specially for windows 98. Maybey you can install this client ? unfortunatly it is only available till Oracle 9i Release 1..
