David, In 11.0, you'll have to copy your .rst file manually to the RuleSets dir (C:\Users\<Username>\AppData\Roaming\Quest Software\Toad for Oracle\11.0\RuleSets). For 11.1 (and in the current beta), there's an import/export feature for rule sets that make it much easier to share.
