does anyone know how to get past this?

pgxnclient install --pg_config "C:\PostgreSQL11\bin" safeupdate

ERROR: [WinError 5] Access is denied running command: C:\PostgreSQL11\bin
--libdir



i am the admin in the postgresql11 machine i'm trying to install the
"safeupdate" extension to

and "C:\PostgreSQL11\bin" is in my PATH
