There isn't a translation templates at the moment, since there are no 
translations at all (so far as I know!), so the first thing is to generate 
one. I'll add the necessary stuff to the Makefiles and generate the .po files 
- give me a week or so.

The other things that need translating are the wizards and the property dialog 
files (in the ...../share/apps/rekall/dict directory) (and maybe a few more). 
There isn't any mechanism to handle selecting these by language at the 
moment, but if a serious translation effort gets under way then I'll add the 
support needed (most likely, have subdirs of dict named by the local, store 
the files in the subdirs, and choose the right one at runtime)
