You can backup them only onto disk, or into external backup tools, not onto tapes (at least not directly).

dbmcli -d ... -u ...,... db_admin
dbmcli -d ... -u ...,... -uUTL -c util_execute clear log

But be sure, that you can deal with the loss of data that would occur if a crash happened.

3) Is there a way to turn the archive log OFF in SAPDB just like in Oracle?

That is depending on your SAP DB version. Please note that you are loosing security if you switch the log volume off. A start would be the document http://www.sapdb.org/7.4/pdf/logsettings_eng.pdf . Just ask if something remains unclear.
