I still think there's no server listening at 1433.  

What does tsql -L report?  

You might try deleting the port in freetds.conf and substituting the instance:

        instance = MSSQLSERVER

Are you tring to create an encrypted connection?  Unless you are, you don't need gnutls or openssl.
