tclsh freeze under cygwin?

why does this happen under cygwin insight tclsh:

$ tclsh
% set a expr foo
wrong # args: should be "set varName ?newValue?"
% set a expr 6
(hangs)

Doesn't hang on the first attempt, seems to hang subsequently.
