Feature: xfwm4: constrain windows to visible area

Hi folks,

here's yet another feature of mine:

constrain windows to visible screen area

Rationale: in some cases users don't want windows to get moved outside
visible screen area. This feature adds a simple switch to prevent that
from happening. While moving window, it stops at the border of the
monitor(s), as if there were a huge wall.

For now, this is a global setting, but if one actually needs to control
that bevavior for specific windows, I can change it to act on window
policies.
