Feature: xfdesktop: external command for root menu

Hi folks,


yet another feature of mine:

    external command for root menu


Rationale: while we already can switch off the 'root menu' entirely,
there's isn't anything instead. And implementing something in an
external application isn't actually simple.

This patch adds a simple xfconf setting (*1) for an external command to
be called instead, which eg. could present an alternative menu or do
whatever the user wants. (
