For my part, this plugin didn't compile, because it didn't found the xfce4-panel > 4.3 !!!!
After removing the
XFCE_PANEL_PLUGIN([XFCE4_PANEL], [4.3.0])
line in configure.in and run xdt-autogen in the root directory of the plugin, all worked ok.
