I agree with the idea of categories. I don't really like this "never-ending" list to.
I personnalt thought of something like:

NEWEST:
the 3 or 4 last panel plugins
All:
Categorie 1:                    Categorie2:
  xfce4-xyz-plugin                xfce4-12-plugin
  xfce4-abc-plugin                xfce4-23-plugin
  xfce4-de-plugin                 xfce4-34-plugin
  xfce4-fghi-plugin

Categorie 3:                   Categorie 4:
...

the idea of having the most recent before the rest is that people who 
already visited the site in the past would be mainly interested in the
last released and/or updated ones.

No objections. I also tought to make the name being a link to a page to the 
description of the plugin (note: we are speaking of the plugins, but it can 
also be true for the rest.) Having an icon near the name of the plugin is also 
a good idea

NO. Fill them instead ;)

The thing is that there isn't enough stuff in the realesed files section.
For example, we can sort the version of the packages depending on the xfce/panel/...
version.
But I don't think I provide too much information about svn. (People can be interested
in it)
