query re. checkpassword license / public domain status

Hi,
(probably a question for DJB himself but posted here in case list members can
point me at relevant info I may have missed)
I've been working on a checkpassword-based program to provide bcrypt
authentication (or potentially other crypt() implementations) which I'm
looking to release under a free license, but I'm not sure about the underlying
licensing status of checkpassword:
Whilst most DJB software is now in the public domain,

checkpassword is not included in that list, making its position ambiguous. In
the past I've released a couple of checkpassword variants in patch form which
is a possibility but that feels klunky in today's world.
So I'd love to know: Is checkpassword in the public domain, or if not, what is
the license for checkpassword?
