Sure he does: "[...] means creating symbolic links in a central
directory, /command".  /command *is* the commands-available-to-users
list.  What he doesn't specify is how to find the programs from a
particular package that belong on this list.  (Of course, if
package/install has already been run, you can scan /command for links
to /package/admin/foo/..., but we're interested in the case where
package/install has not yet been run.)

Right.  Some might argue that we should just run package/install and
let packages have different internal conventions if they want to.  I'm
not entirely comfortable with that, though.
