need help. Installed publicfile on openbsd 3.1

I installed publicfile on openbsd 3.1.  I followed the instructions for 
setting it up exactly.  I added the files index.html and test.txt to 
/public/file/0/ and I made these files world-readable.  But when I go to my 
windows xp machine and type http://192.168.150.234, I see get and error.  I 
get an error also if I do a start / run / ftp 192.168.150.234.  I need help 
or any suggestions.
