Ignoring the fact that you have provided very little usable
information, I suspect httpd and ftpd are not even starting.

Apply the same correction for publicfile.  Edit your runfiles,
increasing the -d300000 softlimit argument to something higher, say
450000.

But be sure to check your logs.
