That's only for generating timestamps based on what the system thinks is the
correct time. For any given timestamp all well behaved implementations of
tai64nlocal (and anything else for that matter) should give consistent
interpretations of that timestamp.

As Mariano has said it seemed to be a dietlibc issue.
