no. svc -a should not break the rotating;

but there is something else messing whith the multilog's from cron or
some other time based thing; the timestamps of the files that did *not*
rotate at 13:00:00 BRT are:

see? it looks like some time-based stuff!

if they are doing something harmless like svc -a then it is ok.
but you should try to find what it is just to be sure!
