Has IBM changed its licenses?

I just picked up IBM Announcement ZA02-0299 dated 10 December 2002 
and started taking it to bits.

I've never downloaded the individual product licenses before, so I 
don't know if this is new or not - but hundreds if not thousands of 
mainframe products have explicit bans on downloading them to PCs.  
This is SMP/E - there are lots of others:

LICENSE INFORMATION

The Programs listed below are licensed under the following terms and 
conditions in addition to those of the International License 
Agreement for Non-Warranted Programs.

Program Name: IBM SMP/E for z/OS and OS/390 V3R1
Program Number: 5655-G44
Authorization for Use on Home/Portable Computer: 2

EXPLANATIONS OF TERMS:

Authorization for Use on Home/Portable Computer:
"1" means that the Program may be stored on the primary machine and 
another machine, provided that the Program is not in active use on 
both machines at the same time.
"2" means that you may not copy and use this Program on another 
computer without paying additional license fees.
