I would have expected an 'OR' in that position - perhaps an 
oversight.  There is still the general stricture in the IPLA itself 
about copying.

But I'd still like to know if this text is new.  I haven't checked 
all of the documents that contain it, but the ones I _have_ looked at 
have change dates of '12/20/02' - which is the same date as the 
Announcement Letter and would imply it's a single action.

There is another interpretation someone suggested yesterday.  The 
previous ban on copying didn't have a specific remedy for breaches, 
other than invalidating the original license.  The 'new' wording does.
