Quick Question: Offshore Job Loss

In this year of political madness, I have been asked to evaluate a "possible" situation. 
Please, without any flaming, what thoughts would you be willing to share on the following 
issue. Note please that I am being utterly neutral in my personal opinoin on this and 
will depend only upon facts and well supported reasoning to either refute or support it. 

The possible "situation" I have been asked to write about is this: Has free (i.e. open source) 
software been a major cause of the outsourcing of jobs to overseas locations? In particular, 
has software like Hercules made it possible for offshore entities to illegally run software (and 
thus claim expensive capabilities and experience) that they would otherwise have been
unable to obtain or afford?

I would be glad to listen to everyone's opinion, though I reserve the right to write my own, 
but I am really interested in facts. In particular, facts that can be verified if at all possible.
