Yes. In fact, up until 2-3 years ago at least (I don't know if it's 
still the case - it may have been permanently 'retired') it was 
possible for *anyone* to call IBM (but it helped if you had a 
customer number...) and order a copy of 3.8. A large box of 3480 
tapes and some basic documentation would be duly delivered by IBM, at 
*no charge*.

This isn't urban myth, I did exactly this myself and have the tapes 
to prove it!

I suspect, but don't know for sure, that this was a legacy of consent 
decrees entered into by IBM during their major legal shennanigans on 
the 70s and early 80s.
