Those were questions, not statements of fact. Indeed, your ideas almost certainly have some truth in them, as do opposing ideas by other people. The question is, where can I find solid facts? I have been trying to rundown the percentage of IT students who are both from foreign countries, and who return to those countries to work, and believe me, finding those facts is not an easy job! 

Add in to that the number of graduating IT students in India alone who are in the U.S. working on Visas, and well, you start to get an idea how complex it is to pin any of this down. 

Do you know of any studies and or raw facts of the kind about that I could get access to?

  So it's actually not possible that workers in other countries came 
  by their capabilities and experience legally? I don't know much 
  about the software business, but I do know that we have been 
  teaching these guys in our universities for decades, not to mention 
  the fact that they have their own schools and universities(and 
  companies with computers), not to mention a desire for a better 
  lifestyle. Is there any real evidence that they are doing what you 
  say, or is it just hypothetical? I'm not sure that another opinion 
  would help without real data to back it up.

  However, I'll give you one anyway. Its my guess that most of these 
  guys in other countries came by their knowledge legally, but that 
  IBM and other corporations could care less about where their 
  knowledge and experience came from if they will work more cheaply 
  than other workers. I don't think Hercules has anything to do with 
  the situation and I think that reducing the amount of open source 
  software available would, overall, reduce our living standard, not 
  increase it.
