This is a very constructive suggestion, Mike. With this idea, z/OS could also set a limit on the MIPS or MSU rating that it consumes. I like this idea. It could overcome the principal objection to licensing z/OS on Hercules, namely that there is currently no way to enforce software charging based upon machine capacity.
