Actually, the customers would not care if IBM sold them the server
that runs z/PDT and z/OS, leaving out TurboHercules, just so they
could get a low cost z/OS environment.  Cheaper than running a z800 w
DS8000.

In fact, I don't think Turbo Hercules was asking for permission to
resell z/OS to customers.  They were asking IBM to sell z/OS directly
to customers who wanted to run z/OS on servers running TurboHercules.
